The Western Cape Province has a population of 4.5 million people representing 10.1% of the country's population and contributes 14.6% to the country's GDP. The city of Cape Town is the largest city, with an estimated 2.9 million residents.
The Department of Environmental Affairs and Development Planning hosts the UEMP in the province. Projects are implemented by the directorates of Spatial Planning and Pollution and Waste Management.

The Directorate of Spatial Planning is providing guidelines for spatial development which includes provisions for social housing. This a fairly new, not institutionalized undertaking in South Africa. Also the upgrading of informal settlements along the N2 Freeway between the city and its International Airport and other settlements in the City are a provincial government priority.
The Directorate of Waste Management, with UEMP support is developing a Hazardous Waste Management Plan. The reduced production and enhanced treatment of waste from the chemical sector will contribute to better environmental protection in the Western Cape.
