Gauteng Province is the smallest and most densely populated province in the country. The province produces 40% of the GDP and is regarded as the industrial and financial hub of the country. Gauteng province receives the highest influx of people who have a monthly family income of less than ZAR 2,000. The number of urban poor in the two largest metropolitan areas in the province, Johannesburg and Ekurhuleni, is estimated to be in the region of 5.6 million.
The environment of the province is subject to high levels of pollution from heavy industry: 80% of all industry generating hazardous waste in the country is located here, and 90% of this waste is disposed of on the industry site.
Poor air quality is also prevalent: Sedibeng District Municipality was declared (by the Minister of Environmental Affairs and Tourism in June 2005) as the country's most polluted region to receive priority attention in terms of the new Air Quality Act.
The Department of Agriculture, Conservation and Environment hosts the UEMP in Gauteng Province. Projects are implemented by the directorates of Environmental Planning and Impact Assessment and Waste Management.
Gauteng Province will embark on these activities in the programme:
Air quality management builds on previous and ongoing DANIDA support provided for the development of a National Air Quality Information System within DEAT and the Gauteng Province. Air quality management will improve the living conditions and health particularly for the communities located next to industrial areas.
Waste management includes support for the development of a provincial hazardous waste plan and detailed industrial waste management plans for priority polluters.
Sustainable planning includes support for development of Environmental Management Frameworks (EMFs) in the Johannesburg and Sedibeng metropolitan areas. This framework will improve inter-governmental cooperation around development. In addition, improved planning in the province will identify areas for sustainable development which will contribute to improved living conditions for the poor while protecting the resources of the province.
