Preparatory activities required to facilitate the forthcoming Basel Convention Regional Centre Council (BCRC) meeting

The planned first meeting of the BCRC Council 12-14 November 2008 has to make decisions and recommendations on various matters which include:
- Legal framework for the BCRC;
- Management structure for the BCRC;
- Agree on the strategic framework for the BCRC;
- Proposed Budget for programmes, projects and activities for the 1st year;
- Staffing viz: establishment, phasing of recruitment, conditions of service for staff – (possibly emulate those of the African Union system);
- Staff Performance Management viz: Job descriptions, job evaluations and performance assessments;
- The financial model as well as financial procedures to be followed in management of the BCRC;
- Election of the Chairperson of the Council and other office bearers;
- Accounting policies;
- Budget - Scale of assessments and contributions; as well as
- Travel policy and reports
