The CT / WC area is by at large provided with electricity from one provider. This makes is technically feasible to set up schemes for consumption and payment for electricity by which unnecessary and excessive overspending is taxed, and the achieved revenue recycled into energy saving measures directed at the poor.

Such schemes work in other parts of the world.  An international consultant will adapt these to RSA conditions and priorities. Schemes are of general interest as a fiscal tool for the promotion of better environment, health and social equality. The project will be hosted by CT in dialogue with interested partners, including, WC and DEAT.
