| Brief Description: |
At various stages in the last decade, provincial bodies have debated that whether a planning tool known as Transfer of Dev. Rights (TDR) should be introduced in KZN. Consultants were approached to lead a project to ascertain whether the property market is now ripe for the introduction of a TDR regime in to the eThekwini Municipal Area. What was driving the project is a quest to find a practical way to protect sensitive areas in the municipality whilst at the same time adequately compnesating owners for lost rights. |
