Ekurhuleni (East Rand) Metropolitan Municipality

The Ekurhuleni Metropolitan Municipal (EMM) is a newly formed (after 2000) metropolitan municipal council and made up of nine former white municipalities and the adjacent black townships. It is located on the East Rand of the Witwatersrand (close to Johannesburg) on the old mining belt that forms the industrial and manufacturing heart of Gauteng.
The new metro has made the environment central to its strategy and UEM issues enjoy very high levels of political support. Strategic, responsive and accountable UEM in Ekurhuleni Metropolitan Municipality (EMM) is a priority for this council.
Located on the Highveld, it is largely flat grassland that is characterised by winter inversions. The legacy of apartheid and twentieth century industrial activity mean that the area now has major pollution problems.
The Metro has the following priorities in the Programme:
Planning: - The training of councillors and officials in UEM issues will ensure improved and accountable decision making.
- Piloting planning processes for land-use rehabilitation and reuse is a priority as well as community based clean-up processes.
- Mainstreaming sustainable development principles must be applied within municipal practices.
Energy:
- Sustainable construction and service delivery for hostel upgrading.
- Strategies for implementation of an integrated transport plan must be developed, including localised traffic management plans to produce improved energy efficiencies. A reduction in pollution and improved road safety.
- Domestic fuel efficiency interventions must be fostered.
Health:
- Training of Environmental Health Officers is a priority.
- The EMM Air Quality Management Plan must be implemented.
- The municipality can improve the well being of its residents by providing environmentally friendly community rat elimination.
