eThekwini (Durban) Municipality

eThekwini is located on the eastern seaboard of South Africa within the province of KwaZulu-Natal. This municipality contains just over a third of the population of the province and generates 60% of its economic activity. Durban is South Africa's major port city and the country's second largest industrial hub, after Gauteng. The four major sectors of the economy are manufacturing, tourism, finance and transport.
The following departments in the eThekwini municipality are engaged in UEMP:
- Pollution Control Support and Risk Management: Health Unit
- Environmental Management: Developmental Planning Environment and Management Unit
- Development Planning: Developmental Planning Environment and Management Unit.
Air Quality: The responsible department is Pollution Control Support and Risk Management and there is a specific focus on the South Industrial Basin. A municipal Air Quality Management Plan is being developed to analyze, monitor and manage air quality in the area. The Municipality promotes the reduction in harmful atmospheric emissions, including giving priority to an effective public transport system and encouraging cleaner production practices.
Energy: As part of its Climate Protection Programme, the Environmental Management department has embarked on a Sustainable Energy Strategy for the municipal area. The Strategy involves collaboration with a broad range of stakeholders including municipal departments and industry.
Environmental Health: A key objective of the Pollution Control Support and Risk Management department is to provide a comprehensive and sustainable environmental health service within the framework of the District Health System. To achieve this objective, the municipality is improving its capacity through supplementary training of its environmental health practitioners, as well as managing a number of projects that will empower local communities to improve their environmental health status.
Planning: The Development Management department is responsible for the development and implementation of a sustainable and integrated spatial planning system. This hierarchical and integrated system extends from city wide and long term planning (Long Term Development Framework, Integrated Development Plan and Spatial Development Framework) to more detailed spatial plans (Spatial Development Plans, Local Area Plans and Precinct/Special Area Plans) and the Land Use Management System (land use schemes).
