Cape Town is known for its unique setting and natural beauty. The City of Cape Town is an amalgamation of six local authorities. The City has, over the years, developed excellent sector based policies in the areas of energy, waste management and air quality. However, the coordination and institutionalisation of these policies have been a challenge.
Members of the new management team in Cape Town see the UEMP as an opportunity to undertake a City Development Strategy (CDS) that will provide a long term framework for development in the City.
The UEMP is supporting the following:

The development of CDS as the framework for future Integrated Development Plans (IDPs), sectoral strategies en programmes.

Subsequent institutional embedding of the CDS and UEM.

Development of certain decision making support instruments.

Energy management projects.

Capacity development of councilors and officials.
The UEMP plan of the City of Cape Town involves the participation of four departments that will directly address the themes set out for local government. There will also be a strong focus on increasing the institutional framework of the City. The departments involved are:

The lead department for Integrated Environmental Management and Energy is the Environmental Resource Management (ERM) Department. The objectives are to aid the City of Cape Town to comply with environmental principles and procedures and influence the requirements and use of energy in a manner that promotes sustainable development.

The Strategic Development Information and Geographical Information Systems (GIS) department will provide information on settlement patterns as well as the demographic fluctuations. Systems will also monitor effects on surrounding environmental conditions.

City Spatial Development is responsible for planning and establishing targets to develop models and strategies which may be implemented as functional tools throughout the City for sustainable planning.

The Health Directorate of the City of Cape Town is responsible for primary health care and environmental health services. The key working areas for the UEMP is the provision of effective environmental health services including Air Quality management and Pollution Control programmes. Targets were set for the improvement of air quality and reducing adverse health effects on the residents as well as developing and implementing an integrated pollution control strategy for the City.
