In South Africa, due to the legacy of apartheid planning, many poor communities live next to e. g. polluting industries and waste dumps. Current and future planning must take the environmental opportunities and challenges into account. This pursuit is supported by the programme at all levels of government.
As an example of this, the Province of WC is designing schemes for development permits facilitating the mixture of people in developed areas.
Environmental Management Frameworks (EMFs). The Programme specifically supports this cutting-edge-methodology of conflict resolution and spatial planning. Preparations of EMFs are currently being supported in Gauteng Province, KZN Province and in Sedibeng District municipality (in partnership between DEAT and SDM). As master plans defining the principles of management, permitting, etc. the EMFs are expected to improve the standard of planning and livelihood and to save substantial resources in public administration. The process is also an element of the interaction between the public and the governments (all spheres). So far only some 10-20 EMFs are currently in place or in the pipeline in South Africa.
