Guidelines and templates for Programme funding applications

Basically there are three types of funding available to the partners of the Programme:

Core Funding
This funding is provided by the Programme as "on budget support". The Programme simply funds the activities prioritized and planned by the partners in full parallel with all other activities.
The procedure is the following:

The partner defines its activities for the year and draws up a budget and a business plan as the institution normally does.

The partner decides on the activities it wants to be funded by the Programme.

The partner then applies to the Programme Steering Committee (PSC) for the funding. For the PSC processing on this the partner official(s) produce an extract of the normal business plan using the template of the Programme. (There are 2 templates, one for national and provincial partners and one for municipal partners).

The technical staff needs to do only this ONE template per budget year. The template includes sections for extracts of the business plan, budget, time plans (to be filled in for PSC endorsement prior to the budget year) as well as sections for 6 and 12 month reporting. The principle of all of this is: 'cut and paste' from your own business plans, budgets and internal reporting.

The financial Management staff will manage Programme funds, in parallel to normal procedures, with a few extra features to ensure reporting. Thus a financial statement must be made 6 and 12 into the financial year.

Short term Technical Assistance (STTA)
The Short Term Technical Assistance (STTA) facility is a short cut to procurement and funding of technical expertise
The facility is for cases where technical assistance is urgently needed, and there is not time to have the cost approved through the core funding. R 4 million is available every year to be shared by the partners in all the three spheres of government. In 2006-07 most of this money was allocated.
Important to the PSC's approval of the funding is that the expertise must be used for development: The funding is for assignments which will improve a department into functioning better than before - not for running costs. Consultants may be engaged from South Africa or any other country in the world.
There are no deadlines for the applications. Partners can apply for this funding at any time. No additional administrative burdens and paperwork required.
The procedure is the following:

The partner requests the technical assistance for the solution of a specific defined problem in the administration. This request must include a draft Terms of Reference for the consultant to solve the specific problem. The partner can at this point suggest suitable experts. The Programme has an (optional) template covering the info needed.

When the partner and the PSC-Secretariat agree on the Terms of Reference the Secretariat will request approval.

Upon approval The PSC-Secretariat will:

Identify suitable expert(s) for the assignment

Manage the procurement, contract, logistics and financial aspects relating to the experts.

Pay the consultant - out of a special budget-line in the Programme.

The partner will:

Receive the expert and manage the project.
-
Do the appropriate sign offs for payment.

Do completion reporting according to the guidelines of the Programme.

Research Fund
Further funding is provided for research within the themes or the Programme. This funding will be allocated to research done in the field of Urban Environmental Management and related areas. The research must be shown to have a practical application and must better the quality of life of the urban poor.
This funding is administrated by the Royal Danish Embassy.
